Commissioners preview consent agenda: $1.4M bridge award, software licensing, drug‑court grants and EMS service plan

Tift County staff reviewed a slate of items that they asked the Board of Commissioners to place on the June 12 Consent Agenda, including procurement, grant and lease renewals.
IT Director Al Stephenson said the county’s local area network includes about 210 workstations and 20 servers; Microsoft licensing policy requires unique licenses for installed operating systems and applications and the proposed licensing agreement to cover the devices would cost $46,717.80. Stephenson described the purchase as budgeted and recommended consent placement.
Donna Ingram reported the Criminal Justice Coordinating Council awarded the Adult Felony Drug Court a grant of $293,565 with a required match of $40,032; Ingram also requested a $25,000 allocation from DATE funds. Michelle Calhoun said the DUI‑Drug Court received a $114,246 grant with a $15,579 match requirement and similarly requested $25,000 from DATE funds. The board indicated both grant awards and DATE fund requests should be placed on the Consent Agenda.
Public Safety Director Joey Fowler outlined a three‑year ProCare preventative maintenance and service agreement covering 22 pieces of EMS equipment including power cots, cardiac monitors, stair chairs and AEDs; the total cost is $70,940.80, payable as three annual payments of $23,646.93. Jason Jordan, public works director, told the board that the low bidder for the Mitchell Store Road Bridge Replacement project was Southern Concrete Construction at $1,400,898.43; Jordan said the project is funded through TSPLOST/TIA and recommended the notice of award be placed on the Consent Agenda.
Jason Jordan also said staff executed an emergency purchase and installation of a replacement air‑conditioning unit for the Juvenile Justice Building because available units with immediate delivery were limited; cost reported was $14,500 and staff asked the board to ratify the emergency purchase. County Clerk Miriam Jordan presented Resolution No. 2023‑07 to surplus three EMS vehicles (two to be sold, one to be transferred to the Tift County Airport Authority) and said county‑owned airport vehicles and equipment would need to transfer to the Airport Authority if county management stops; she also described a changed state scrap‑tire grant (EPD will not reimburse salaries and transport/processing fees have risen) and asked permission to apply and to contract with Quality Tire Recycling as hauler/processor. Several state lease renewals (Department of Juvenile Justice, Georgia Public Defenders Council, Department of Driver Services) and an ACCG property and liability insurance renewal (deductible now $5,000 per occurrence) were also presented; the board directed staff to place these items on the Consent Agenda except for the USDA Service Center lease amendment, which staff asked be placed on the Regular Agenda for further review.
Why it matters: Together these items address infrastructure, public safety readiness, county IT licensing and criminal justice program funding. While described as routine, the bridge contract and grant match obligations have direct budgetary and service implications.
No final consent votes were recorded at the workshop; the items were scheduled for placement on the June 12 Regular Session consent or regular agendas.
