Screven County adopts solid‑waste ordinance, extends landfill moratorium and approves tax‑billing agreement

The Screven County Board of Commissioners approved several administrative and land‑use measures during its March 16, 2021 meeting at the Screven County Courthouse.
Commissioner J.C. Warren moved to adopt an ordinance adding Article V, “Solid Waste Management Facilities,” to Chapter 62 of the Screven County code; Commissioner Allison Willis seconded and the motion carried by unanimous vote, the minutes state. The ordinance text is filed in the county minute book.
The board also voted unanimously to extend an existing moratorium on consideration of applications for landfill locations in Screven County through June 20, 2021. Commissioner Warren moved the resolution and Commissioner John O. Triplett seconded; the minutes say the resolution is on file.
Commissioner John O. Triplett moved to approve an agreement permitting the Screven County Tax Commissioner to bill and collect ad valorem taxes for the City of Sylvania; Commissioner J.C. Warren seconded and the motion carried unanimously.
Other unanimous business included approval of the fiscal year 2021–2022 budget calendar and the appointment of Ms. Pauline Watson to the Library Board, both moved and seconded as recorded in the minutes.
Public comment was brief: Paul Keller Newton asked whether applications for county boards were available online and confirmed the moratorium end date.
The board’s minutes list county staff and department heads in attendance and note the meeting began at 9:00 A.M. and adjourned at 11:20 A.M. The minutes record that Commissioners Edwin Lovett and Rosa Romeo participated by Zoom.
