Coffee County commissioners approve rezoning, Senior Center meals contract and road-striping bid

The Coffee County Board of Commissioners on May 3 unanimously approved a rezoning request, awarded a road-striping contract and approved a Senior Center meal services agreement, among other routine items during a 9:30 a.m. regular meeting.
Chairman Oscar Paulk presided as the board approved the rezoning petition submitted by William Preston to reclassify 2.89 acres at 3644 Highway 221 North in Douglas from R2 (Residential) to C (Commercial). Commissioner Johnny Wayne Jowers moved to approve the rezoning and Commissioner Ted O'Steen seconded; the vote was unanimous. Mr. Preston had asked the board to approve the change during the public hearing.
County Administrator Wesley Vickers presented an annual contract with the Southern Georgia Area Agency on Aging to operate the Coffee County Senior Center and provide congregate and home-delivered meals for July 1, 2021–June 30, 2022. The contract total, including the local match, is $80,447.00. Commissioner AJ Dovers moved to approve the contract and Commissioner O'Steen seconded; the motion passed unanimously.
The board approved two related items on road striping. First, the board approved an engineering services contract with Statewide Engineering, Inc. to produce striping plans covering 47.852 miles, listed at $5,000. Separately, the county accepted the low bid from Peek Pavement Marking of $134,720.09 for striping improvements (Roadside Specialties submitted a higher bid of $136,720.60). County officials said the striping work will be paid from TSPLOST funds and that county crews will perform some sweeping of road edges before striping. Commissioner Jimmy Kitchens moved to award the low bid and Commissioner O'Steen seconded; the vote was unanimous.
Elections Superintendent James Barnes presented an agreement with the Southern Georgia Regional Commission for geographic information system (GIS) services to help with precinct mapping and redistricting following the 2020 Census. The contract as presented listed $2,000, with the county noting a possible small increase for additional requested services; County Attorney Tony Rowell said the board may approve the agreement now and add services later. Commissioner Johnny Wayne Jowers moved to approve the agreement; Commissioner O'Steen seconded and the motion passed unanimously.
The board approved routine items including the April 5 meeting minutes and the day's meeting agenda by unanimous votes. During the meeting Human Resources Director Princess Zachery presented a plaque honoring Captain Kim Phillips for 33 years of combined service with Coffee County E-911 and the Coffee County Jail; Phillips thanked the commission and county public-safety partners.
The meeting concluded with a call for public comment, during which no members of the public spoke, and the board adjourned at 9:50 a.m.
