Coffee County commissioners approve $741,385 road contract, rename road and accept property bid

At its Aug. 2, 2021 meeting the Coffee County Board of Commissioners awarded a $741,385.62 contract for Shell Bell and Whippoorwill roads, appointed two board members, approved sale of 101 North Peterson Avenue for $237,500, renamed an Elmer Grantham Road extension to Legacy Lane for E‑911 purposes and authorized surplus of Fire Department equipment.
The Coffee County Board of Commissioners on Aug. 2 approved a series of routine county actions, including awarding a $741,385.62 contract for street and drainage work, appointing two board members and accepting a $237,500 bid for county property.
Chairman Oscar Paulk opened the meeting at 9:30 a.m. with Commissioner Jimmy Kitchens offering the invocation and the assembly reciting the Pledge of Allegiance. The board announced its next meeting will be Tuesday, Sept. 7, 2021, because of the Labor Day holiday.
The meeting’s main substantive vote awarded the street and drainage contract for Shell Bell Road and Whippoorwill Road. County Administrator Wesley Vickers presented the bids; East Coast Asphalt, LLC submitted the low bid of $741,385.62, with Thrift Brothers, LLC bidding $769,873.63. Statewide Engineering, Inc. recommended accepting the low bid. Commissioner Jimmy Kitchens moved to accept East Coast Asphalt’s bid; Commissioner Johnny Wayne Jowers seconded, and the motion carried unanimously.
The commission also approved two board appointments. Commissioner Johnny Wayne Jowers moved to appoint Connie Lott to the Concerted Services Board for the term July 1, 2021–June 30, 2024, and Matthew Baker to the Economic Development Authority to fill the unexpired term of Rowland Cummings through Dec. 31, 2021; Commissioner AJ Dovers seconded and both appointments were approved unanimously.
County Administrator Vickers reviewed bids for county property at 101 North Peterson Avenue. The highest bid presented was $237,500 from David Varnedore; Commissioner Jimmy Kitchens moved to accept Varnedore’s bid, Commissioner Johnny Wayne Jowers seconded, and the commission voted unanimously to approve the sale.
County Attorney Tony Rowell described an addressing and public‑safety issue involving a stretch of road technically separate from Elmer Grantham Road. To avoid E‑911 and postal confusion the commission voted unanimously to rename the Elmer Grantham extension to Legacy Lane after a motion by Commissioner Ted O’Steen and a second from Commissioner AJ Dovers.
The board also authorized surplus of Fire Department equipment for online sale, including SCBA units and a Cannon copy machine, to be listed on GovDeals. Commissioner AJ Dovers moved to surplus the equipment; Commissioner Ted O’Steen seconded and the measure passed unanimously.
There were no public comments, and the board adjourned at 9:36 a.m. after a motion by Commissioner Johnny Wayne Jowers and a second by Commissioner Ted O’Steen.
