Coffee County approves 2022 officers, adopts language-access plan and authorizes grants and contracts

The Coffee County Board of Commissioners on Monday approved its slate of 2022 officers and multiple board appointments, adopted a revised Language Access Plan to comply with Department of Community Affairs requirements, and authorized a series of grants and contracts including a $1,978,164.00 amendment to a subrecipient agreement.
The meeting opened with outgoing Chairman Paulk calling the session to order; Commissioner Kitchens asked County Attorney Tony Rowell to give the invocation. By motion of Commissioner Kitchens, seconded by Commissioner Jowers, the board approved the 2022 roster of county officers, naming AJ Dovers as chairman and Ted O'Steen as vice chairman, among other appointments. The same motion carried unanimously to confirm several board and authority appointments for 2022.
County Administrator Wesley Vickers reviewed a resolution to adopt a revised Language Access Plan (LAP) covering GA DCA, HUD and other federally funded grant programs, saying the plan “will satisfy the requirement of the Department of Community Affairs.” Commissioner Jowers moved to adopt the resolution; Commissioner Paulk seconded and the board unanimously approved it.
Vickers also presented the first amendment to subrecipient agreement Grant NO: MITINF-1-009, which he stated is for $1,978,164.00 and has been signed by the Commissioner of the Department of Community Affairs. Commissioner Kitchens moved to approve the amendment; Commissioner O'Steen seconded and the board unanimously approved the amendment.
County Attorney Tony Rowell described a proposed three-year contract with Georgia Mass Appraisal Solutions to provide monthly maintenance and re-evaluation of the county tax digest. Rowell said the agreement “sets the scope of services and provides the schedule” and that he would like to add performance measures; he stated the agreement is for three years at a total cost of $508,000.00 and asked the board to approve it in principle with the chairman authorized to execute the finalized contract. Commissioner Kitchens moved to approve the contract contingent on final particulars; Commissioner Jowers seconded and the board unanimously agreed.
Administrator Vickers reported the county would list two fire department vehicles on GovDeals for surplus: SN 7444 (a 2002 F-150 extended cab) and SN 2948 (a 1984 Ford Custom Cab 8000 with a Pierce fire body). He noted the 1984 unit cannot be used as a fire truck in the future because of a grant agreement. Commissioner Kitchens moved to surplus the vehicles; Commissioner O'Steen seconded and the motion passed unanimously.
Rowell also briefed the board on an arrangement with the City of Nicholls for temporary law enforcement support from the Coffee County Sheriff's Office, saying the city agreed to pay the actual cost. The board approved a contract for up to 31 days (or as needed) to give the city time to staff its police department, on a motion by Commissioner Kitchens seconded by Commissioner Jowers.
The meeting adjourned at 9:52 a.m. with no public comments.
Next steps: the county will execute the approved subrecipient amendment and finalize the appraisal-services contract subject to the chair's signature and any agreed performance measures.
