Commission approves manufactured‑home footing and skirting amendment to county zoning

The Minnehaha County Board of Commissioners on Sept. 29 approved a text amendment (20‑03) to the 1990 Revised Zoning Ordinance (Ordinance MC16‑90) that changes footing requirements and performance standards for skirting on manufactured homes.
Kevin Hoekman, Planner II, presented the second reading and public hearing on the amendment, explaining the change aligns the county’s placement requirements with HUD regulations and clarifies performance standards for allowed skirting. The Planning Commission had unanimously recommended approval at its Aug. 24 meeting.
The petitioner, Jasper Diegel with the South Dakota Manufactured Housing Association, spoke in favor, and two residents — Alan Spencer of 2405 W Sleigh Creek Trail, Sioux Falls, and Gary Dirkson (address not provided) — also spoke supporting the amendment. No one spoke in opposition during the public hearing.
Motion by Commissioner Dean Karsky, seconded by Commissioner Gerald Beninga, carried by roll call vote (5 ayes) to approve Ordinance MC16‑168‑20 as an amendment to Article 12.06 — Mobile Homes/Manufactured Homes. The full ordinance is on file in the Auditor’s Office.
