Minnehaha County commission roundup: $2.03M in bills paid, $288,000 One Sioux Falls supplement and multiple approvals

The Minnehaha County Commission on Oct. 27 took a series of procedural and financial actions, approving routine business and several items with budget implications.
The commission approved payment of county bills totaling $2,028,056.03 (motion by Barth, seconded by Beninga; roll-call vote 5-0). It also approved personnel changes and step increases across county departments, including hires and pay-step adjustments for museum staff, correctional officers, juvenile detention staff and highway maintenance employees.
Human Services staff reported roughly $400,000 accepted from the One Sioux Falls Fund and about $398,000 spent to help approximately 365 households with rent, utilities and mortgage assistance. The commission approved an automatic budget supplement of $288,000 to move remaining One Sioux Falls monies into the One Sioux Falls-Shelter budget (motion by Karsky, seconded by Beninga; 5-0).
The commission authorized the Chair to sign Tyler Technologies work orders adding Contract Management and Project Accounting modules to the county’s MUNIS system at a one-time cost of $26,770 and an annual fee of $1,361 to improve highway project financial tracking (motion approved 5-0). The commission also authorized a reimbursement agreement with the South Dakota Department of Transportation for $20,413.02 related to County Highway Project MC20-02, and approved an Interim Agreement with JLG Architects to develop design documents for Administration and Extension Building remodels (preliminary budgets: $4.6–$5 million for the Administration Building; $234,000–$648,000 for the Extension Building).
Commissioner Bender reported Moody’s upgraded Minnehaha County to an A1 rating following the audit documentation; commissioners also noted the county burn ban was lifted. The meeting concluded with a 5-0 vote to adjourn; the commission will next convene on Nov. 10, 2020.
