Minnehaha County Commission approves agenda changes, vouchers, personnel actions and $85,526 jail-camera change order

The Minnehaha County Commission on Oct. 20 amended its meeting agenda to remove Item 17 and approved a series of routine and project-related actions, including payment of $891,918.27 in county vouchers and a change order to add 37 cameras to the jail kitchen.
Commissioner Karsky moved to remove Item 17 from the agenda; Commissioner Beninga seconded the motion and the amendment passed by roll call vote, 5 ayes. The commission then approved the amended agenda (motion by Commissioner Heiberger; second by Commissioner Beninga) and the Oct. 13, 2020 minutes (motion by Commissioner Beninga; second by Commissioner Barth). On a motion by Commissioner Karsky, seconded by Commissioner Heiberger, the commission approved vouchers totaling $891,918.27 by roll call vote, 5 ayes.
The meeting approved multiple personnel actions (new hires, promotions and step increases across the Jail, Auditor’s Office, Public Defender’s Office and State’s Attorney’s Office) on a motion by Commissioner Heiberger, seconded by Commissioner Karsky (vote 5 ayes). The personnel items listed effective dates and hourly or biweekly pay rates read into the record.
The commission approved two right-of-way purchase agreements presented by Highway Superintendent DJ Buthe to support rebuilding County Highway 149 north to the Colton city limits. The first agreement purchases 0.504 acres for $4,082.40; the second purchases 0.041 acres for $332.10. Both were approved on a motion by Commissioner Karsky, seconded by Commissioner Beninga (5 ayes).
Commission Administrative Officer Carol Muller requested and the commission approved a change order to the Accurate Controls contract to add or replace 37 cameras in the jail kitchen. The change order increases the contract by $85,526.92 and will be paid from the contract contingency; the motion (Heiberger, seconded by Beninga) passed 5-0.
The commission also declared four Information Technology assets surplus for disposal (motion by Chair Jean Bender, seconded by Commissioner Heiberger; 5 ayes) and appointed Minnehaha County representatives to the Accessible Housing Advisory Board, including Chair Jean Bender and Human Services Director Kari Benz (motion by Heiberger, seconded by Karsky; 5 ayes).
Late in the session the commission recessed, reconvened and entered executive session pursuant to SDCL 1-25-2 (1), (3) and (4) (motion by Commissioner Beninga, seconded by Commissioner Barth; 5 ayes). The meeting adjourned on a motion by Commissioner Barth, seconded by Commissioner Heiberger. The commission is scheduled to meet next at 9:00 a.m. on Tuesday, Oct. 27, 2020.
