County approves 2021 municipal police-service agreements and airport law-enforcement contract

Deputy Sheriff Captain Joe Bosman presented the county’s 2021 Police Service Agreements and a separate agreement to provide certified law-enforcement officers at the Sioux Falls Regional Airport terminal.
The municipal agreements maintain current scope of services while adjusting the hourly billing rate from $35.50 in 2020 to $36.45 in 2021. The agreements specify weekly patrol hours for participating communities (examples: 35 hours for Baltic, 25 hours for Crooks, 154 hours for Dell Rapids, 100 hours for Hartford). The Airport Authority agreement covers terminal policing duties including responding to incidents at screening checkpoints, apprehending passengers with prohibited items, neutralizing disorderly subjects and verifying identification of law-enforcement officers; staffing will include part-time county employees and monthly billing based on actual wages and training time.
Commissioner Heiberger moved to authorize the Chair to sign the 2021 Police Services Agreements for the listed municipalities; Commissioner Beninga seconded. The commission then authorized the Chair to sign the 2021–2022 Law Enforcement Officers Services Agreement with the Sioux Falls Regional Airport Authority beginning Jan. 1, 2021; both motions passed by unanimous roll-call votes.
