Minnehaha County approves purchase of DS-850 ballot tabulator, plans HAVA reimbursement

The Minnehaha County Commission authorized purchase of a refurbished DS-850 High Speed Digital Image Scanner ballot tabulator from Election Systems & Software for $98,500.
Auditor Bob Litz told the commission the machine would provide equipment redundancy and consistency as the county’s population grows; he noted the county intends to submit a reimbursement claim under the Help America Vote Act (HAVA) to the Secretary of State’s Office. The motion to purchase and to seek HAVA reimbursement passed by roll-call vote: 5 ayes.
The purchase adds a high-speed tabulator to county inventory but does not, in itself, change election procedures. Funding sources and any budget appropriation required were not detailed at the meeting beyond Litz’s statement that a HAVA claim would be submitted for reimbursement.
