County roundup: commissioners approve bills, personnel changes, contracts and liquor license renewals

Minnehaha County commissioners on Nov. 24 handled routine administrative business, approving bills, personnel changes, contracts, and license renewals during a meeting that ran through procedural and consent items.
By roll call vote the board approved vouchers totaling $7,003,316.03. Finance & Budget Officer Kim Adamson noted bond payments within the bills.
The Commission also approved multiple personnel actions, including new hires and step increases across departments; special personnel actions included transferring Pretrial Services from the Commission Office to the Sheriff’s Office and reclassifying an employee at a specified hourly rate.
Contracts and agreements approved by the board included a vehicle lease renewal with Vern Eide Motorcars Inc. for a department vehicle at $295 per month funded through HIDTA, and a five-year PolicyTech contract with NAVEX Global for the jail at $5,028 in year one with a 1% annual increase. The Commission also declared approximately $1,000 of scrap iron surplus and authorized its sale, with proceeds directed to the Highway Fund under Resolution MC20-69.
Deputy Auditor Olivia Larson presented the 2021 liquor and wine renewal applications; the Commission approved multiple Retail On-Sale and Retail On-Off Sale licenses after review by the State’s Attorney, Sheriff and Planning & Zoning departments with no reported violations.
Commissioner Jean Bender reported county monitoring of COVID-19 and a department-head meeting set for Nov. 25; Commissioner Barth reported a $150,000 museum endowment gift and other local updates. The Commission recessed and reconvened, entered executive session under SDCL 1-25-2 (1), (3) and (4), and adjourned with a next meeting scheduled Dec. 1, 2020 at 9:00 a.m.
