Conewago supervisors adopt 2026 budget, approve two stormwater plans and authorize stop‑sign ordinance

The board approved two stormwater management (SWM) plans brought before the township. Frank Hess presented the Zeiset SWM plan for 2758 Church Road; Stormwater staff reviewed Lot 2 and recommended approval. Resident Jon Crist objected to the presentation, saying the road frontage was incorrect and citing deed restrictions. Chlebnikow and other staff responded that the plan met the engineer’s review and that the township cannot overrule certified surveyors. Chair Legro moved to approve the Zeiset plan conditional upon execution of the required certificates; Vice‑Chair Long seconded and the motion passed unanimously.
Legro also moved to accept the Brian Etter SWM plan for 4666 Walnut Lane contingent on payment of escrow overages; Supervisor Graybill seconded and the motion carried.
On traffic controls, the board authorized the solicitor firm Nikolaus & Hohenadel to advertise an ordinance to install stop signs at Hertzler Road. The motion to authorize advertisement passed unanimously.
In administrative business, the supervisors voted unanimously to adopt the 2026 budget and to approve the 2026 meeting schedule.
The meeting concluded after routine reports and an adjournment motion by Chair Legro, seconded by Graybill, carried at 9:07 p.m.
