Residents urge clarity on right‑of‑way ordinance and leaf‑collection as gutter‑equipment sits on back order

During the Oct. 6 meeting, several residents told the Conewago Township Board of Supervisors they need clearer rules and assurances about maintenance in public rights‑of‑way and how leaf collection will be handled if the township discontinues curbside pickup.
Beth Hummer said the ROW ordinance "creates more questions for the residents," arguing that ending leaf pickup could leave some neighborhoods worse off and that Laurel Woods has a particular need. Don Hummer submitted written questions seeking clarification of the ROW ordinance and the draft Gutterline Policy being prepared by staff.
Heidi Tobias asked whether the township had received a grant for a leaf vacuum. Chair Mimi Legro replied, "we did receive a grant for equipment to clean the gutters, but that it is on back order since Spring," and Tobias showed photos of problem areas. Tobias pressed the board on how staff would tell whether leaves originated from trees over the road or were blown there from private property; Vice‑Chair Mike Long said the road crew "has enough experience to know where the leaves tend to blow into the road, and how a raked/blown pile usually looks."
Maggie McDonald asked about a shed on Woodbine Drive; Supervisor Frank Chlebnikow said that issue has been resolved. John Crist cited Second‑Class Township code Section 166802 as allowing the township to enact a hydrant or streetlight tax for properties within a specified distance and asked for more detailed agendas; he was told the developer of the Hershey Free Church parcel will have an informal discussion before the Planning Commission on Oct. 27, 2025.
The board recorded the public comments and noted the Gutterline Policy is still being developed. Several residents asked for clearer written guidance on the ROW ordinance and on how leaf accumulation will be handled in areas that previously received pickup.
