Charlotte County electoral board completes canvass after provisional-ballot review

The Charlotte County Electoral Board completed its official canvass of the June 17 Democratic primary on June 24 after reviewing provisional ballots in a closed session earlier in the week, the board said.
The board, meeting at the Charlotte County General Registrar's Office, first convened on June 17. Chairman Glenn Baker called the meeting to order at 8:30 a.m.; Vice Chair Glenwood Foster, Secretary Aubrey Fane and General Registrar Jennie Booth were present. The board recorded precinct vote totals reported that night: CAP mail-in 71; CAP in person 71; County Seat 43; Keysville 32; Cullen/RH 21; Wylliesburg 39; Drakes Branch 39; Phenix 28; Bacon/Saxe 25.
Secretary Aubrey Fane moved at 10:30 a.m. to recess the canvass; Vice Chair Glenwood Foster seconded and the motion was approved without objection. The board reconvened at 9:00 a.m. on Wednesday, June 18.
At the June 18 session, Secretary Aubrey Fane moved “code 2.2-3711.a.1, that the Charlotte County Electoral Board enter into closed session meeting for the purpose of reviewing and processing the provisional ballots cast in the June 17th Democratic primary.” The board took a roll-call vote as required by Virginia law; Secretary Aubrey Fane, Chairman Glenn Baker and Vice Chair Glenwood Foster each voted yes, and the board entered closed session to review provisional ballots. The transcript does not record a separate second for that motion.
About 9:10 a.m. Secretary Fane moved to certify the closed session under the Virginia Freedom of Information Act and Section 2.2-3712 of the Code of Virginia. The certification vote was unanimous: Fane yes, Baker yes, Foster yes. The board then returned to open session and reported there were no same-day registration votes cast.
At 9:20 a.m. the board recessed the canvass until Tuesday, June 24 at 12:00 p.m.; that motion was made by Secretary Aubrey Fane, seconded by Vice Chair Glenwood Foster, and carried without objection. When the board reconvened on June 24, it reported that no mail-in ballots were received after election day before the deadline.
By approximately 12:30 p.m. on June 24 the canvass was completed: the board members tallied and recounted the votes, and staff completed, signed and sealed the official state forms. The board adjourned on a motion by Vice Chair Glenwood Foster.
