General Registrar Jenni Booth told the board that technician Donna Gallagher will be in Charlotte on Aug. 25 to program pollbooks so two pollbooks may operate in a single room at the Drakes Branch/Bacon Saxe polling location; the board recorded that change as a practical step to mitigate the site's HVAC limitations.
The board also noted that the Board of Supervisors has approved relocating the Cullen/Red House precinct to the Cullen Fire House; the registrar reported the move will be completed in time for the Nov. 4 election. Secretary Aubrey Fane was assigned to inspect polling locations for ADA compliance and report back in two weeks.
On provisional ballots, the board discussed guidance from recent training and decided it will not enter a closed session for provisional-ballot processing at canvass meetings unless an exception exists that requires limited participation. The board also clarified that service animals (dogs and miniature horses) may enter polling places under the control of their handlers, while emotional-support animals and pets are not permitted.
These operational items were recorded in the registrar's monthly packet and discussed at the Aug. 14 meeting; the board did not vote to change the posted precinct plan at that session.
