The board, by roll call, approved the closed‑meeting motion (Hamlett, Smith, Bailey, Reeves, Shook, Walker — all Aye) and later certified under Virginia Code §2.2‑3712(B) that only lawfully exempted matters identified in the motion were discussed in the closed meeting.
Supervisor Walter T. Bailey moved to authorize advertisement of the July 5 public hearing; Supervisor Garland H. Hamlett seconded. Roll call recorded an all‑Aye vote approving the advertisement. Chairman Gary D. Walker told the board that there is a ‘‘conceptual verbal agreement’’ regarding the siting agreement with Dominion’s attorneys but said there was no material yet to present to the public.
The board instructed staff to advertise the hearing and indicated that, following the public hearing, it may discuss and act on the siting agreement or defer action to a later meeting. No final action on the siting agreement or the Conditional Use Permit was taken at the June 17 special meeting.
