The Charlotte County Board of Supervisors on June 17, 2022 voted unanimously to table a proposed Remote Participation Policy and deferred the matter to the board’s regular monthly meeting.
County Administrator Daniel N. Witt read a citizen inquiry and then read the County Attorney’s written guidance, which cited Virginia Code §2.2‑3707(D) on notice for special meetings and noted that, under Virginia Code §2.2‑3708.2, the board may permit certain supervisors to participate remotely when a quorum is physically present. Witt presented the advice as the county attorney’s view of the law.
Supervisor Hazel Bowman Smith said she was not prepared to vote because she had not had time to research why a similar proposal had previously failed and asked that the board address the policy at its regular meeting. Supervisor Garland H. Hamlett moved to table the resolution; Supervisor Tony Reeves seconded.
Supervisor Walter T. Bailey said he was surprised Charlotte County did not already have a remote‑participation policy and said remote participation is common at the state level. The board, with all supervisors voting Aye, approved tabling the resolution until the next regular meeting.
The vote to table was recorded in the minutes as unanimous. Board members did not adopt any policy changes at the special meeting; the matter will return for further consideration at the next regular meeting.
