Board recommends structural alterations to complete Dawn Theater organ installation

The Dawn Theater Governance Board unanimously recommended on Dec. 30, 2025 that the full Tax Increment Finance Authority board approve structural alterations needed to complete the final phase of the theater organ installation.
Board members discussed the location of the blower room, costs, permit requirements, communication logistics and keyed access related to the final installation phase. Board member Felicia Finch moved that the Governance Board recommend approval to the full TIFA board for execution of the structural alterations and that a mutually agreed-upon location be chosen for the blower room; Chris Bahash seconded the motion and it passed 4-0.
Minutes note that the discussion included concerns about permits and keyed access and referenced attached email correspondence for additional information. The motion was a recommendation to the full TIFA board rather than authorization to begin construction; any actual work will require full TIFA approval, contractor selection, permitting and final cost estimates.
Finch left the meeting later at 6:46 PM; the board adjourned at 6:58 PM and will next meet Jan. 26, 2026 at 5:30 PM.
