Planning Commission recommends rezoning for 244 E Bacon St to allow quadplex

The Hillsdale Planning Commission voted 6-0 Wednesday to recommend an ordinance amendment to City Council that would rezone 244 E Bacon St to permit a quadplex and future condominium development.

Bob Norton II, speaking on behalf of Chase Residence LLC, told commissioners the project would build a quadplex first and that "approximately two years" would be needed for the quadplex, with infrastructure for condominiums to follow in a "4-5 year horizon." Zoning Administrator Olivia Smith introduced the item and answered procedural questions.

Commissioners asked about resale and outreach to neighbors. Commissioner Winter pressed on the project timeline and whether neighbors had been consulted; Norton II said adjacent neighbors had been engaged and he sought to allay concerns about the scale of future development. Commissioner Coykendall requested clarification about future site-plan approvals; Commissioner Morrisey responded to that procedural question during deliberations.

Chair Laycock said the proposed plan appeared consistent with goals in the City's Master Plan and expressed support for development in the area while saying he was not concerned about overdevelopment. After deliberation, Commissioner Morrisey moved to recommend the ordinance amendment to City Council; Commissioner Kelemen seconded the motion. The roll-call vote was Kelemen, Coykendall, Laycock, Morrisey, Winter, and Shelley — all voting yes.

The Commission's recommendation moves the rezoning request to the Hillsdale City Council for consideration. No City Council action was recorded in this meeting.
