Durham commissioners approve $12.42M in school capital allocations, ARPA small‑business grant and Sheriff’s Microsoft contract

The Durham Board of County Commissioners approved a suite of consent items on March 25, including a Capital Project Amendment appropriating $12,421,277 of 2022 general obligation bond proceeds for school projects, an American Rescue Plan Act nonprofit grant, and a time‑sensitive contract appropriation for the Sheriff’s Office.
The Board approved Capital Project Amendment No. 24CPA00018, directing $8,921,277 to Glenn Elementary School renovation (SH293) and $3,500,000 to the Murray‑Massenburg Elementary School capital project (SH292) to support design and construction. Chair Nida Allam and commissioners voted to adopt the amendment as part of the consent agenda.
Also approved on consent was Item 24‑0162: an ARPA Nonprofit Grant Program Phase 2 awarding $1.5 million to Forward Cities, Inc. for small business support; and Item 24‑0165, releases and refunds for February 2024 totaling $261,064.31 across current and prior years. The Board additionally approved Budget Ordinance Amendment No. 24BCC00090 appropriating $172,479.18 in General Fund balance to the Board of Elections for the statewide second primary election.
Two items were pulled for comment and later approved. Joanne Pierce, Assistant County Manager, explained Item 24‑0128, a $50,000 City of Durham interlocal payment to expand My Brother’s Keeper activities and community intervention efforts; the Board approved Budget Ordinance Amendment No. 24BCC00086 to recognize the funds. Keisha Gaither, Finance Manager for the Sheriff’s Office, and attorney Keisha Lovelace explained Item 24‑0174, a request to appropriate $259,824 from General Fund balance to contract with SHI International Corp. for Microsoft licenses and services because the existing contract expires April 30; staff said the cost will be incorporated into future annual budgets. Commissioner Brenda Howerton moved to approve the two pulled items, seconded by Vice‑Chair Nimasheena Burns; the motion carried unanimously.
Vice‑Chair Burns had earlier moved to approve prior meeting minutes (Feb. 26; March 4; March 11), a motion seconded by Commissioner Howerton and adopted unanimously. The Board then adjourned into closed session to discuss economic development incentives and legal consultation on the National Opioid Litigation, citing G.S. 143‑318.11(a)(4) and (a)(3), and reconvened before adjourning at 8:47 p.m.
