Parma Heights council approves health-services contract, amends animal code and OKs codification vendor

The Parma Heights City Council on Oct. 27 approved multiple administrative contracts and an amendment to the city's animals and fowl code during a 28-minute meeting.
Council unanimously passed Ordinance No. 2025-78, authorizing the administration to enter into a contract with the General Health District of Cuyahoga County to provide health services to the city. Councilwoman Durichko moved the motion; Councilwoman DeSouza seconded it. Clerk Barbara Allen called the roll: Aye: Kolezynski, Durichko, Maruschak, Vanek, DeSouza, Rounds; the ordinance passed.
Later in the meeting the council considered Ordinance No. 2025-82, which amends Chapter 618 ("Animals and Fowl") of the Parma Heights Codified Ordinances. The administration sought to amend the ordinance on the floor after its second reading. Director of Law Schneider noted that rule 40 requires one more reading when an ordinance is amended after the second reading, unless the council suspends the rules. Councilman Kolezynski moved to amend, the motion carried on a roll call, and the council then voted to suspend the rules. After suspension, Council voted for passage; the roll-call results were recorded as all present voting aye.
Council also approved Ordinance No. 2025-85, authorizing an agreement with American Legal Publishing to provide codification services; Councilman Vanek moved to suspend the rules and the ordinance passed on the recorded aye votes. Ordinance No. 2025-83 (agreement with Richard L. Bowen + Associates, Inc. to serve as city engineer) was read for a second reading and will return for further consideration. Council accepted an amendment to Ordinance No. 2025-84 (employee benefits) without recorded opposition.
Several items were introduced on first reading, including Ordinances 2025-60, -61 and -62 (related to zoning/short-term rentals and other amendments), Resolution 2025-86 (prisoner housing agreement with North Royalton) and Ordinances 2025-87 and 2025-88 (establishing compensated-absences and payroll-stabilization funds). No final votes were taken on those items.
Actions and motions recorded in the meeting minutes matched recorded roll-call votes; motions to excuse a councilmember and to approve minutes were approved at the start of the session. The council adjourned at 7:28 p.m.
