Parma Heights — The Parma Heights City Council met in special session on Dec. 22, 2025, convening at 5:15 p.m., moving into a closed executive session on labor negotiations and returning to open session before unanimously adopting four measures affecting benefits, the 2025 budget, parks funding and emergency medical equipment.
Council President Tom Rounds called the meeting to order and Clerk Barbara Allen conducted roll call. Council recessed into executive session at 5:16 p.m. to "prepare for, conduct, and/or review negotiations and/or bargaining sessions with public employees concerning their compensation and/or other terms and conditions of their employment," and returned at 5:39 p.m.
After returning to open session, the council took up legislation. Clerk Allen read Ordinance No. 2025-84, which amends Section 179.01, "Employee Benefits," of the Parma Heights Codified Ordinances.…
