Parma Heights City Council on Dec. 29 unanimously approved Ordinance No. 2025-108, authorizing the city administration to execute a collective bargaining agreement with Laborers' International Union of North America, Local 860, and declaring the ordinance an emergency so it could take effect immediately.
The special meeting was called to order at 5:30 p.m. by Council President Tom Rounds. After roll call by Clerk Barbara Allen and the Pledge of Allegiance, Rounds moved that the council adjourn to executive session to prepare for, conduct and review negotiations and bargaining sessions with public employees about compensation and other terms of employment; Councilwoman DeSouza seconded and the council recessed at 5:31 p.m. Rounds later announced, "We are adjourned into Executive Session at 5:31 p.m. We are now back from Executive Session at 5:46 p.m.," and noted Councilwoman Durichko joined during the session.
Clerk Barbara Allen read Ordinance No. 2025-108, which authorizes the administration to execute a collective bargaining agreement between the City of Parma Heights and Laborers' International Union of North America, Local 860, and declares the ordinance an emergency. Council President Rounds moved to suspend the rules to allow immediate consideration; Councilwoman DeSouza seconded. The clerk called the roll; the motion to suspend the rules carried unanimously.
Rounds then moved to move for passage of the ordinance; Councilmember Maruschak seconded. Clerk Allen called a roll; the ordinance passed with all members voting in favor. The meeting record lists the councilmembers present and voting: Kolezynski, Durichko, Maruschak, Vanek, Palmisano, DeSouza and Rounds.
City staff listed as present at the special meeting included Mayor Gallo; Director of Law Schneider; Assistant Law Director O'Malley; Service Director Sepik; Finance Director Satow; Recreation Director Sedlak; and Safety Director Bova. The council adjourned at 5:48 p.m. after a motion from Councilwoman DeSouza and second from Councilwoman Maruschak.
The ordinance text and the terms of the collective bargaining agreement were read into the record by the clerk; the meeting minutes show the emergency clause was adopted so the agreement could be implemented without delay. The clerk's reading and the recorded unanimous votes serve as the official action authorizing the administration to execute the contract.
