Parma Heights council approves dispatch-sharing deal, drive-through permit and police contract
Summary
At its Jan. 26 meeting, Parma Heights City Council passed a cooperative dispatch agreement with the City of Parma, approved a conditional-use permit for a drive-through at 6671 Pearl Road, authorized a stormwater MOU with Cuyahoga County and adopted a police patrol contract.
Parma Heights City Council on Jan. 26 approved several measures on a largely unanimous series of roll-call votes, including an intercity dispatch agreement, a conditional-use permit for a drive-through, an MOU on stormwater services and a collective bargaining agreement for patrol officers.
Council moved quickly through multiple ordinances during the legislative portion of the meeting. On third reading the council passed Ordinance No. 2025-104, authorizing the administration to enter into a cooperative agreement with the City of Parma for public safety dispatch services. Councilman Vanek moved for passage and the roll call showed approval by the seated council members.
The council also passed Resolution No. 2026-1, granting a conditional-use permit, as amended, to 6671 Pearl Road, LLC to allow a drive-through facility. The council accepted an amendment to the resolution, suspended the rules, and approved the measure by roll call.
On the stormwater front, the council passed Ordinance No. 2026-2 authorizing and directing the administration to enter into a memorandum of understanding with the Cuyahoga County Board of Health to provide Phase II stormwater services for the city for 2026–2030; council members voted to suspend the rules and adopt the ordinance.
Council also approved Ordinance No. 2026-3, approving a collective bargaining agreement between the City of Parma Heights and the Fraternal Order of Police (patrol officers); the ordinance was introduced, the council voted to suspend the rules, and the measure passed on first reading.
Separately, Council President Tom Rounds moved under Council Rule No. 31 to postpone third reading of Ordinance No. 2025-96 (an amendment to §1193.01 on yard structures and landscape features) to March 9, 2026; the motion, seconded by Councilwoman DeSouza, carried by roll call.
