Butler County reviews FY27 budget; EMS levy estimate reported and ECI director resignation noted

County officials used the Feb. 24 meeting to continue BY27 budget discussions and to note staffing changes in local early-childhood administration.
EMS Coordinator Kari Coates presented an updated budget worksheet showing reduced car expenses and new vehicle line items; the changes yielded a FY27 EMS levy estimate of $0.020733. Auditor Leslie Groen said the supervisors’ budget was reduced by eliminating a Budget Director expense line, and the board agreed not to budget compensation for a Budget Director for FY27. The board reviewed total FY27 expenses, funding requests and levy rates and placed approval of the proposed budget and the setting of a public hearing on next week’s agenda.
Separately, the meeting record states that Shawna Lebeck resigned as Early Childhood Iowa (ECI) Director. Local partners — the FMC and Together 4 Families (T4F) area board and HHS — are developing a transition plan to complete FY26 duties; Administrative Assistant Gloria Carr will assume some responsibilities in the short term. The board also recorded that it will not post the ECI director vacancy until state-level funding decisions for ECI are resolved.
County Engineer John Riherd also updated the board on grant efforts, saying a BUILD grant application has been submitted and a RISE grant application will be ready in the coming weeks; an Urban Renewal/TIF workshop was described as forthcoming.
The board approved claims and adjourned at 9:57 a.m.; next regular meeting is scheduled for March 3, 2026, at 9:00 a.m.
