Garfield County commissioners approve contracts, change orders and appointments in routine Feb. 24 meeting

The Garfield County Board of County Commissioners met Feb. 24, 2025, in Enid and approved a slate of routine contracts, change orders, financial transfers and personnel actions, voting unanimously on each item. Vice‑Chairman Reese Wedel and Commissioner Joe Kegin Jr. each moved multiple approvals while Chairman Clarence Maly presided.
The meeting opened with attendance confirmed by County Clerk Lorraine Legere. The board approved the minutes of the Feb. 18, 2025 meeting on a motion by Vice‑Chairman Reese Wedel (Aye: Maly, Wedel, Kegin; Nay: none).
Joy Baker‑Qualls, Garfield County Juvenile Officer, presented the January 2025 monthly report for the Juvenile Office. No action was taken on the report during the session.
The commissioners approved a claim against the Ad Valorem Reimbursement Fund under 62 O.S., Supp. 1993, §193 for revenue lost to exemptions for new or expanded manufacturing facilities in 2023, covering the 2024 tax year. Commissioner Joe Kegin Jr. made the motion; the vote was recorded as Aye: Maly, Wedel and Kegin.
The board approved two change orders related to renovations of the new District Attorney’s office. Vice‑Chairman Wedel moved to approve Change Order 3, authorizing payment of PCO #4 (partial) for $1,012.00 and PCO #5 for $5,606.00, a combined total of $6,618.00 payable to Henson Construction. Commissioner Kegin moved to approve Contingency Change Order 3, which includes PCO #3 for $3,684.00 and a $260.00 partial payment of PCO #4, totaling $3,944.00. Both motions passed unanimously.
The board authorized a transfer of appropriation within the Sheriff’s Fund‑Assistance Grant totaling $15,500.00 on a motion by Vice‑Chairman Wedel; the transfer was approved (Aye: Maly, Wedel, Kegin).
On a motion by Commissioner Kegin, the board approved an appointment and a removal for the Pioneer Skeleton Creek Fire Department, appointing Eric Hofferber and removing Chuck Spencer as requesting officers. The action passed unanimously.
The commissioners awarded Bid #25‑11 (county re‑roofing re‑bid) to Next Level Roofing of Bixby, Oklahoma for $108,000.00 and awarded Bid #25‑12 (GPS survey for the Garfield County Highway Safety Department) to Geoshack of Dallas, Texas for $42,296.52. Both awards were approved unanimously.
The board examined and approved a multi‑page list of purchase orders, claims and warrants covering general, highway, sheriff and other funds, as presented during the meeting. The motion to approve the claims passed with Aye: Maly, Wedel and Kegin.
Commissioner Kegin moved to approve Blanket Purchase Orders filed in the County Clerk’s Office; the board authorized the chairman to sign the blanket orders. The board then noted that agenda items not acted upon would be carried over to a later date and adjourned to meet March 3, 2025.
