Garfield County commissioners set highway spending limits, approve grader lease and order disposal of tornado-damaged radio gear

The Garfield County Board of County Commissioners met Feb. 2, 2026, in Enid and unanimously approved a series of budget and procurement actions affecting the county highway program, equipment inventory and vendor payments.
At the meeting, the board adopted Resolution No. 26-21, setting maximum monthly highway expenditures at $4,319,439.11 after a motion by Commissioner Joe Kegin Jr. The board also approved Resolution No. 26-22 (maximum monthly Highway-Expenditures-CBRI $2,795,651.69) on a motion by Vice-Chairman Reese Wedel and Resolution No. 26-23 (Maximum Monthly Highway Expenditures-CIRB $318,686.89) on a motion by Kegin; each measure passed with the recorded vote “Aye: Maly, Wedel and Kegin; Nay: None.”
Commissioners approved a lease purchase agreement with Yellowhouse for a John Deere 672G grader for District No. 3. Vice-Chairman Wedel moved the lease, which lists a unit price of $343,482.00 and a lease purchase price of $379,932.91; the motion passed unanimously. The board also approved a memorandum with Pinnacle Consulting Management Group, Inc. for Imo Road/Fox Road to Highway 412 (District No. 3) for $9,750 and a $6,983.02 quote from Tops & Stripes Truck Accessories to install equipment on a Highway Superintendent/Emergency Management pickup.
On budgetary items, Commissioner Kegin moved to approve a Cash Fund Estimate of Needs and Request for Appropriation for Highway Unrestricted for $643,000.00, and Vice-Chairman Wedel moved to approve a transfer of appropriation account balances within Highway for District No. 3 totaling $45,000.00; both measures were adopted unanimously.
The board authorized the County Purchasing Agent to advertise for sealed bids (Bid #26-9) for Garfield County requirements for 1½ gypsum chips for highway use, to be received by Feb. 13, 2026. Approved vendors to receive bid proposals include Allied Custom Gypsum (Mooreland), US Gypsum (Southard) and ARCOSA (Norman).
The commissioners approved Resolution No. 26-25 declaring specified District No. 1 radio equipment (Kenwood repeater, inventory code D1 601.194, and TxRx Vaari-Notch duplexer, inventory code D1 601.195) as surplus, finding the items obsolete and not economical to continue using. The board then approved Resolution No. 26-26 ordering disposal of the same equipment, stating the property was destroyed in a tornado.
The meeting record shows the board examined and approved a multi-fund list of purchase orders and claims (warrants). Notable warranted payments in the published list included Kirkham Michael for $38,399.16 and Garfield County Treasurer entries such as $38,729.17; complete warrant line items were approved as presented. The board also authorized approval of blanket purchase orders filed in the County Clerk’s Office.
