Commission approves two EMS hires, WVU Extension MOU and authorizes ambulance re-bid; budget meetings scheduled

The Brooke County Commission approved two EMS hires, entered an annual extension agreement with WVU Extension, and set deadlines for ambulance procurement and the county budget.
Commissioners unanimously approved EMA Director Moore's requests to hire Joel Graham as a full-time EMT and Caleb Gotschall as a full-time paramedic; both were reported to have met pre-hiring requirements and are scheduled to begin employment March 1, 2026. The commission also approved a reimbursement request from Bethany Volunteer Fire Department for $4,179.53 (second allocation from the All-County Fire Protection Fund).
The commission approved the county’s annual memorandum of understanding with WVU Extension for fiscal year 2026 in the amount of $73,333, to be funded from levy dollars. A separate procurement decision on a Stryker EMS Power Cot & Power Load System was tabled pending further review. Commissioners authorized re-bidding the Type I ambulance (2026 or newer) under WV Code 7-15-16 and set the bid due date for March 17, 2026.
On scheduling, the county set open budget meetings to follow each commission meeting beginning March 3 and listed March 27, 2026 as the budget due date. Commissioner Stacey Wise requested the Feb. 24 meeting be moved to Feb. 27; the clerk will circulate any updates.
The minutes record motions and unanimous approvals for the personnel and MOU items; the Stryker agreement remains under consideration and will return to the agenda when staff provide more information.
