Bids recorded for the Trail Pole Barn Project (due Feb. 10) included KRK Construction ($274,869.00), 3D Construction, USA ($211,664.00) and Timber & Nail Construction ($202,500.00). Because Timber & Nail’s submittal was received after the deadline, the Commission voted to table the Pole Barn bid and seek legal advice regarding the late submission.
The Commission approved several fire protection allocations and related budget moves. Recorded disbursements and approvals included a $3,000 payment to Beech Bottom Volunteer Fire Department (lifePak 15 with batteries, second allocation, pay to vendor), Wellsburg VFD ($7,952.83 for gear/equipment, both allocations, pay to vendor — invoice pending), and Windsor Heights VFD ($7,952.83 for insurance premium renewal, reimbursement). The Commission also approved in-house transfers including $41,795.30 for All County Fire Protection (second allocation) and $4,545.45 to EMS Equipment Funds, and accepted revisions moving $64,775.00 from revenues to expenditures with $47,404.00 transferred from the County Commission to Parks & Recreation.
On fiduciary and personnel items, the Commission approved reopening the estate of Clayton M. Bane to allow discovery of new assets; the minutes record that Commissioner Andrew J. Thomas abstained and left the room for that item. The Commission voted to request assignment of a Fiduciary Commissioner and to await recommendations on a petition to remove an executrix and appoint an alternate in the Estate of Jay G. Collins; Commissioner Thomas abstained on that item as well. The Commission re-established Barbara McVickers as part‑time, as‑needed staff in the Election Office at $19.00 per hour, not to exceed 20 hours per week, for the election year.
