Board approves courthouse facilities letter, backs SB 1578 support and declines testimony on SB 1521

The Jackson County Board of Commissioners approved a letter supporting courthouse facilities and discussed three bills for potential testimony during a Feb. 10 work session. County Counsel Joel Benton presented the items and said lobbyist Cindy Robert was preparing drafts for the Board’s signature.
Commissioner Colleen Roberts moved to approve the proposed letter supporting courthouse facilities; Commissioner Randy Sparacino seconded and the motion passed with Commissioners Roberts, Sparacino and Chair Rick Dyer voting aye. Benton then summarized Oregon Senate Bill 1578 (2026), noting it would permit counties with population density under 30 people per square mile to rezone up to 50 acres to allow residential development at a minimum of five units per acre. The Board expressed continued support for SB 1578 and directed Commissioner Dyer to draft a letter of support on the Board’s behalf.
Benton also described Senate Bill 1521 (2026), which would affect City of Portland local requirements to develop affordable housing; although the Board said it opposed the bill, members decided not to submit written or oral testimony. Commissioners Sparacino and Dyer reported on recent Association of Oregon Counties (AOC) committee meetings and summarized bills on which AOC has taken positions.
Next steps: County Counsel will circulate draft letters prepared by lobbyist Cindy Robert for signature; Commissioner Dyer will draft and submit written testimony in support of SB 1578 on behalf of the Board.
