Jackson County commissioners discuss urban reserve bill, renewable energy funding and Senate Bill 1578
Summary
County counsel and the county administrator briefed the Board on a bill changing urban reserve prioritization (Board agreed to support but will not testify), a renewable energy funding bill that County staff will testify on, and that the Board’s testimony on Oregon Senate Bill 1578 (2026) had been shared by a local legislator.
At the Feb. 12 staff meeting, Joel Benton, County Counsel, updated the Board on a bill that would make a minor change to how lands are prioritized for inclusion in the urban reserve; the commissioners agreed to support the bill but chose not to provide testimony at this time.
Danny Jordan, County Administrator, briefed the Board on a separate bill related to renewable energy funding and said County staff will testify at upcoming public hearings. Jordan also noted that the Board’s testimony on Oregon Senate Bill 1578 (2026) had been circulated and that amendments to that bill were being discussed.
Commissioner Randy Sparacino also reported a short-turnaround request from Evans Valley Fire District No. 6 for a letter of support for a building project; Jordan expressed concern the request could compete with County capital funding sources and said more research is needed before the Board takes a formal position.
