Pine County approves office reorganization, job-grade changes and hire-ahead deputy plan

The Pine County Board of Commissioners on Feb. 17 approved a set of facilities and personnel recommendations intended to reorganize county office space and adjust staffing classifications.
The Facilities Committee recommendations, presented by Commissioner Matt Ludwig, direct Zoning and Soil & Water Conservation staff to relocate to the south side of the North Pine Government Center, place Health & Human Services staff on the north side, locate Zoning staff at the front desk to allow the front doors to be re-opened to the public during business hours, and put the Sheriff’s Department into the 1610 building. The board also authorized purchase of up to two shipping containers for evidence storage and soliciting quotes to update jail lighting. County Administrator Kelly Schroeder provided clarification about the seating and public-access changes described by the Facilities Committee. The motion passed 3-0.
On personnel matters, the board approved multiple committee recommendations. The Personnel Committee authorized recruitment to begin for a 'hire ahead' Deputy Sheriff position to address ongoing leaves and an expected retirement, with a review scheduled during the 2027 budget process. Public Works classifications were adjusted: Building Maintenance Worker grade increased from 3 to 5 and Building Maintenance Worker–Lead from 5 to 8; the Highway Maintenance Mechanic grade increased from 7 to 8. Human Resources was authorized to complete a Memorandum of Agreement with the exclusive representative for those positions. The board also approved replacing the vacant Grade 8 Environmental Technician position with a Grade 11 Deputy Environmental Services Manager to provide longer-term continuity. The board acknowledged the resignation of Highway Maintenance Worker Jeff Skalicky (effective Feb. 13, 2026) and of Adult & Families Eligibility Worker Stacey Bisek (effective Feb. 6, 2026) and approved backfill where specified. All personnel-related recommendations passed on a 3-0 roll-call vote.
The approved changes include updated job descriptions and direction to Human Resources to implement the agreed-upon memoranda; the board did not provide salary detail in the published minutes.
