Ottawa County commissioners approve ICE memorandum, fleet purchases and $75,000 REAP grant

At a unanimous meeting Feb. 17, 2026, the Ottawa County Board of Commissioners approved a memorandum of agreement with ICE for the sheriff’s office, awarded a bid for nine used law-enforcement pursuit vehicles, authorized equipment and vehicle purchases, and accepted a $75,000 REAP grant for District 1.
The Ottawa County Board of Commissioners unanimously approved a memorandum of agreement with U.S. Immigration and Customs Enforcement and a slate of procurement and grant actions at its regular meeting on Feb. 17, 2026.
The board, chaired by Mike Furnas, voted to adopt the ICE memorandum of agreement for the Ottawa County Sheriff’s Department. Commissioner Robert Clark moved approval and Commissioner Scott Hilton seconded; the motion passed with Furnas, Clark and Hilton voting aye. The MOA includes appendices listing points of contact, a complaint procedure and public information contacts.
Also approved was Bid #2025-2026.19 to purchase 2017-or-newer used law-enforcement pursuit vehicles from Emergency Vehicle Resource. The board authorized purchase of nine of the ten vehicles on the bid. Commissioners approved a separate district purchase of a 2014 Caterpillar 120M motor grader (Serial # N9F00173) from Delaware County District #1 for $100,000 and District #1’s purchase of a 2018 Ford F-150 (VIN 1FTEXEP0JKE25995) for $15,000 from Harp Auto Group LLC.
District 1’s REAP (Rural Economic Action Plan) grant acceptance was approved for $75,000, and the board signed a certificate of authorized signatures and the REAP contract with the Grand Gateway Economic Development Association related to that award. Commissioners also approved a contract between Red Dirt Assessments, LLC and the county assessor’s office, an equipment-use agreement with Oklahoma State University’s Center for Local Government Technology, and Resolution #2026-4 to surplus a 2018 Supermicro server (serial # C7320LG18MGO269) at the request of Assessor Rebecca Brewer.
Financial items approved included a large docket of claims across county funds (items included inmate-treatment costs of $19,766.02 and multiple inmate-nutrition invoices), purchase-card claims totaling $2,108.64, and deposit of three checks including a $13,713.96 settlement payment from CVS LPS OPIOID. The board also approved easements authorizing tree clearing on E 90 Road for property owner John Tune and appointed Jason Scott to the Ottawa County Free Fair Board.
