Ottawa County commissioners approve claims, equipment disposals, $500,000 transfer and lease shift for grader

The Ottawa County Board of Commissioners convened at 9:00 a.m. Monday, Feb. 9, 2026, and unanimously approved a slate of routine financial and administrative measures.
Chairman Mike Furnas and Commissioners Robert Clark and Scott Hilton voted to approve the minutes of the Feb. 3 meeting and to approve claims presented to the board for payment. The claims list included payments such as BANCFIRST (bond payment of $33,360.67), Culligan of Joplin ($6,987.00), and multiple AT&T phone-bill entries; the board approved the full claims docket on a motion by Commissioner Robert Clark, seconded by Commissioner Scott Hilton.
The board also approved two resolutions to dispose of county equipment after motions carried unanimously. Resolution 2026.2 enacted equipment disposal as requested by District 2; Resolution 2026.3 enacted equipment disposal as requested by District 1. Commissioner Scott Hilton moved to approve Resolution 2026.2; Commissioner Robert Clark moved to approve Resolution 2026.3; both were seconded and passed with all three commissioners voting aye.
In a separate action, the commissioners approved Chairman Mike Furnas and Commissioner Scott Hilton as Ottawa County representatives to the Grand Gateway Board of Directors. The board approved a motion allowing Ottawa County District 1 to assume lease payments at Welch State Bank for a 2019 Caterpillar grader (serial number ON9400123, loan #127025) previously assigned to District 3; that motion passed unanimously.
The board tabled Bid #2025-2026.19, a request for a 2017-or-newer used law-enforcement pursuit vehicle, effective on or after 9:05 a.m. The board also approved transfers of appropriation from Fund 0001 to Fund 1103 amounting to $500,000 on a motion by Commissioner Clark, seconded by Commissioner Hilton.
Commissioners delivered routine activity reports: District 1 thanked Districts 2 and 3 for assistance while District 1 has no equipment, noted equipment replacement after a fire and line-of-sight issues; Districts 2 and 3 reported routine maintenance. The board approved blanket purchase orders #3028–#3032 before adjourning.
