Grantsville — The City Council on Feb. 4 adopted Ordinance 2026-07 to add "micro entrepreneurship" as a conditional use in Chapter 8 of the Grantsville City Code, creating a regulatory option between a home occupation and a traditional retail business.
City Planner Bill Cobabe said the new category would permit limited on-site sales of goods produced on the property while imposing standards intended to preserve neighborhood compatibility. He described the use as falling "between a home occupation and a traditional retail establishment," with production required to occur primarily indoors and on-site sales incidental to production. Cobabe acknowledged that enforcement would be largely complaint-driven and that conditional-use approval by the Planning Commission would require applicants to demonstrate compliance with the adopted standards.
Councilmember Skinner raised concerns about enforceability and whether frontage requirements in the draft ordinance might be tailored to the current applicants’ property. Cobabe said frontage requirements were intended to ensure adequate access and parking and that the conditional-use process placed the burden on the applicant to show compliance. The council voted 4-1 to adopt the ordinance, with Councilmember Skinner casting the lone Nay vote.
