Council approves Apple Street General Plan amendment; rezone discussion tabled for clarity on commercial parcel

Grantsville — The City Council approved Ordinance 2026-06 to amend the Future Land Use Map for parcels in the Apple Street Townhomes Subdivision from Single-Family Density to Mixed-Use Density, but tabled a companion rezone to RM-15 pending clarification of which parcel(s) will comprise the 0.95-acre commercial portion.
City Planner Bill Cobabe explained that the General Plan amendment was a property-specific request that staff viewed as consistent with adjacent mixed-use designations. Cobabe said applicants indicated they were considering multi-family residential uses on the interior portion of the property and commercial uses along Main Street, but that any development would be limited to uses permitted by city code. "The requested Mixed-Use designation was consistent with adjacent properties further east along Main Street," Cobabe said.
Councilmembers raised questions about which parcel the 0.95-acre commercial portion applied to and whether a lot-line adjustment or clearer legal description should be required so zoning would not permit unintended commercial placement elsewhere on the parcels. Because no applicant representative attended and staff could not confirm precise lot configuration, Councilmember Dalton moved to table the rezone discussion (Councilmember Thomas second). The motion to table Ordinance 2026-05 passed unanimously.
