Grantsville — The City Council on Feb. 4 approved a General Plan amendment and companion rezonings tied to a large proposed development known as The Crossing at Willow Creek.
City Planner Bill Cobabe presented Ordinance 2026-10 to amend the Future Land Use Map for roughly 154 acres from Rural Residential 2 to Mixed-Use Density and Ordinance 2026-09 (with Ordinance 2026-08 adopted as part of the same motion) to rezone approximately 102.4 acres to Mixed-Use (MU) and about 51.6 acres to General Manufacturing (MG). Representatives of the development team told the council the conceptual layout remained preliminary and that legal descriptions for exact zoning boundaries were not finalized.
"We believe the amendment represents a more compatible and higher use of the property given the surrounding industrial and recreational development," City Manager Michael Resare said, summarizing staff views shared in the meeting. Cobabe noted the Planning Commission recommended approval but cautioned that a master development agreement and overlay district could be used to refine uses, frontage and access requirements later in the process.
Councilmembers discussed the need to tie zoning changes to clear legal descriptions and, where appropriate, to development agreements to avoid unintended outcomes if ownership changes in the future. Councilmember Dalton expressed concern about approving MG for 51.6 acres without precise boundary descriptions; Councilmember Butler clarified which parcels would remain fully MU and which would contain split designations. The combined motion approving Ordinances 2026-09 and 2026-08 and the General Plan amendment passed with a unanimous vote.
