Pittsburg County commissioners approve surplus declarations, appointments and contracts

The Pittsburg County Board of County Commissioners met Feb. 23, 2026, in McAlester and unanimously approved a series of routine resolutions and fiscal items, accepted a $7,600 donation from the Choctaw Nation and renewed a maintenance contract for election equipment.
The meeting opened at 9 a.m. and, after roll call, the board approved the Feb. 17, 2026 minutes and the day’s agenda. The board then voted, by recorded motions, to approve claims and purchase orders; the published purchase-order packet lists departmental items across multiple funds and a grand total of $339,495.33 in the compiled report for the period.
Why it matters: these votes cover everyday county operations—disposing of unusable equipment, keeping equipment under maintenance contracts and approving bills for payment—but they also affect public services from emergency response to elections administration.
Among the formal actions the board took:
- Declared county conference chairs and selected items ‘‘junk’’ and removed them from inventory under Resolution 26-199. The motion carried unanimously (Ross Selman moved; Mike Haynes seconded).
- Accepted a $7,600 donation from the Choctaw Nation to a Choctaw Nation Donation Account (Resolution 26-200); the board voted to accept the funds and deposit them to account 1235-1-2000-2205 (motion by Selman; second by Rogers; passed unanimously).
- Approved multiple surplus and junk declarations across fire departments, emergency management and district assets (Resolutions 26-201, 26-202, 26-203, 26-206). The resolutions list specific inventory items to be declared surplus or junk and disposed of or, where indicated, traded in. All motions passed by unanimous voice vote.
- Declared a 1973 Ford L915 Snorkel fire truck surplus and authorized advertising it for sale by sealed bid (Resolution 26-204). The motion set a sealed-bid date for March 23, 2026; the board approved the resolution unanimously.
- Reappointed Commissioner Charlie Rogers as the county’s commissioner representative to the Ki-Bois Community Action Foundation, Inc. Board of Directors (Resolution 26-205), and appointed Danny Haynes and Bart Effinger to Free Fair Board seats for Districts 2 and 3, respectively (Resolution 26-207). Both appointments were approved by unanimous vote.
- Verbally approved a renewal maintenance contract between Miller Office Equipment and the Pittsburg County Election Board covering copier/print support and supplies for 3/12/2026–3/11/2027. The board’s minutes show the motion and vote were unanimous; contract documentation and a renewal proposal were provided to the board.
During department reports, Chairman Ross Selman clarified a prior vendor quote for Arrowhead Estates: the full quote was $42,170 (materials), not $22,000 (labor only) previously referenced; the board awarded the work to Bowden Steel Buildings at $17,625.
The meeting included a presentation from Liberty National Insurance Company, where Terry Davis and Linda outlined supplemental insurance options for employees, including a no-cost $3,000 accidental death benefit and a health savings card, and paid cancer-coverage options; the presenters said cancer payouts are paid directly to the insured and are tax-free.
The board entered executive session to perform a personnel performance evaluation for Lizzie Strain (housekeeping employee) under Oklahoma Statutes, Title 25 § 307.B.1; minutes record the board’s entry into executive session and its return to open session but do not record personnel action beyond the evaluation.
The board approved a road crossing permit (Permit 26-033) allowing Tall Oak Woodford, LLC to bore a permanent gas line in District 3 (see separate article). The board also heard routine administrative reports from the county clerk and floodplain administrator.
The meeting adjourned after the board signed approved claims.
