Resident urges Kingston to post budget "capital message" before budget introduction

At the Dec. 1 Town of Kingston council meeting, resident Yechiel Piekarski asked officials to post the borough’s budget "capital message" and operational plan in advance of the budget’s introduction, citing Article 6, Sections 603 and 612 of the borough charter.
Piekarski, who gave his address as 597 Gibson St., said the capital message explains yearly changes in the budget, municipal debt and long-term plans and helps residents provide informed feedback. "I found [the budget message] was not posted and submitted to council or for the citizens to review in the last two years," he said.
Council President Rob Jacobs acknowledged a prior conversation with Borough Administrator Sondra Riviello and asked Mayor Jeffrey Coslett for input. Coslett said his belief, based on discussions with the administrator, was that the capital message "would be done very shortly." Jacobs thanked Piekarski for raising the issue and encouraged citizens to speak up about concerns.
The exchange occurred during the public comment portion of the meeting; council moved on to routine agenda items after the discussion.
