Court hears park lighting bid, approves $15,700 for FEMA guardrail; Goebel Crossing roads advanced

Ray Jewell Park: County Judge Executive John Riley presented Qk4'9s recommendation to award Phase 2 lighting and a memorial-area contract to Knight Electric (Knight'9s responsive bid totaled $126,392 for Field 1 lighting and $78,000 for the memorial, $204,392 total). Qk4 noted the Phase 2 lighting project has a $49,500 federal Land & Water grant (50% match), leaving an estimated $76,892 local match for lighting; the court requested plans and a contract before any award and took no action to award the work at the meeting.
FEMA guardrail: Qk4 engineer Eric Bean reported areas at Brashear'9s Creek Site 6 and Little Mount Church Road where construction created steep, non-recoverable slopes and recommended guardrail. The court approved an additional $15,700 to install guardrail at those locations, noting final pricing may vary as quantities are finalized during installation.
Goebel Crossing Phase 4: Following a field inspection requested by Road Foreman Todd Burch, Qk4 recommended releasing the developer bond for Phase 4. The court gave first reading to Ordinance No. 5 to adopt Alyssa Way, Jacks Court and Nevin Lane into the county road system; the court directed that the bond on Nevin Lane remain at 50% for one year per the ordinance language.
County engineers and the court noted potential additional guardrail needs at other FEMA project sites as construction continues; the court approved the guardrail funds and asked for more detailed plans before proceeding on the park lighting award.
