Spencer County adopts KIPDA regional hazard mitigation plan to preserve FEMA eligibility

Spencer County Fiscal Court voted on Jan. 18 to adopt the KIPDA Regional Hazard Mitigation Plan, a prerequisite for eligibility for certain FEMA hazard‑mitigation funds.
The resolution cites the Disaster Mitigation Act of 2000 and KIPDA's multi‑jurisdictional plan development. The Office of Emergency Management requested the adoption so the county remains eligible for mitigation grant programs that fund projects to reduce flood, landslide and storm risks.
Magistrate Mike Moody voted "nay"; the motion otherwise passed by roll call. Emergency Management Director Chris Limpp and Judge Riley said adoption was needed to preserve funding eligibility and to update the expired plan. Riley used the example of repeated road flooding on Brashears Creek Road as a project type that could be eligible for mitigation funding in future cycles.
The court directed KIPDA and the county emergency manager to maintain the plan and to pursue mitigation projects identified in the plan.
