Spencer County approves EMS grant match and monitor repair, awards painting contract

Spencer County Fiscal Court voted Jan. 18 to commit $1,200 to match a KACO safety grant that will buy four ELK lifting cushions intended to reduce EMS lift‑related injuries.
"You will be reimbursed for 80% of your purchase amount up to the specified dollar amount," KACO wrote in the award letter; the total award amount noted in the packet was $5,120. EMS Director Chris Limpp told the court the grant would cover the bulk of the device costs and asked the county to provide the match. The motion to commit $1,200 passed unanimously by roll call.
The court also approved repairing a Zoll cardiac monitor that had lost Wi‑Fi/EKG transmission capability. The repair estimate from Zoll totaled $3,545.14; the court approved the repair unanimously after staff described the monitor as out of warranty and costly to replace.
Separately, the court considered two painting quotes to refresh the EMS classroom and dorm area. Limpp said he recommended local contractor Ronnie Hahn, but County Magistrates debated whether to accept the lower out‑of‑county bid from Country Boy. "Although Ronnie Hahn's quote is higher, we are recommending him as a local business," Limpp said when presenting the bids. After discussion about vendor selection and getting multiple quotes, the court approved Country Boy's $2,475 quote on a roll call (ayes: Riley, Travis, Brewer, M. Moody; nay: Beaverson; J. Moody passed).
Limpp also said EMS had purchased 50 rapid COVID tests to hold for county employees and that the county would stand up drive‑up testing three days a week at the EMS conference room using a vendor to be confirmed; he said Bluewater would no longer provide community testing.
The court's actions provide immediate equipment and operational support to EMS, while the painting award highlighted procurement tensions between local preference and lowest‑price selection.
