FEMA approves additional funding for Spencer County generator project; court votes to advertise bids

EM/EMS Director Chris Limpp told the court that a generator grant submitted in 2015 required additional funds because construction costs rose between application and award. A FEMA obligation report and amendment letter in the meeting packet show an additional $12,977 was approved, bringing the total project cost to $52,241, with a 75% federal share.
The FEMA letter notes environmental and procedural conditions, including prior approval of any scope changes for compliance with Section 106 and the requirement that recipients obtain all applicable federal, state and local permits before work begins. The period of performance for DR‑4361 remains July 25, 2022.
On a motion by Magistrate Scott Travis and seconded by Magistrate Tim Brewer, the court voted unanimously to advertise for the FEMA generator project so procurement can proceed.
The court and staff discussed next steps: preparing solicitation documents, following state procurement rules, tracking FEMA reporting requirements and ensuring Section 106 clearance if ground‑disturbing activities occur. Kelsey Goodman and Hayley Cotton were listed as FEMA contacts in the approval documentation.
Next steps: EM/EMS will prepare advertisement and bid documents and coordinate with the state hazard mitigation officer and FEMA to ensure required environmental reviews and reporting are completed before awarding a contract.
