Taylorsville, Ky. — Spencer County Fiscal Court voted to award a $120,650 contract to J. George Solutions to install lighting for Field #2 at Ray Jewell Park.
The project is partially funded through a Land and Water Conservation Fund (LWCF) grant administered by the Kentucky Department for Local Government and the National Park Service. The LWCF MOA authorizes up to $49,500 in federal reimbursement (50% rate with documentation); the grant requires the local agency to provide a match and to retain project records for audit and grant closeout. The final 25% of the LWCF reimbursement is withheld until the project is completed, inspected and any required deed restriction is recorded.
The county received three responsive bids; J. George Solutions (MUSCO) was the low responsive bidder at $120,650. On a motion by Esq. Tim Brewer, seconded by Esq. Mike Moody, and a roll-call vote of all members present, the court awarded the contract to J. George Solutions. With the LWCF award, Fiscal Court will be responsible for the remaining local share (approximately $71,150) from the general fund unless additional local match sources are identified.
Project documents in the packet specify procurement, reporting, inspection, and public‑use deed restrictions required by LWCF grants. County staff said the Spencer County Youth Baseball Association pledged local matching funds to support the project in the grant budget narrative.
