QK4 provided site‑by‑site cost estimates: Drake Ridge (about $7,758), Goose Creek (repair and extensions estimated between $1,709 and $11,326 depending on scope), Brashear's Creek site 3 (about $14,894), Brashear's Creek site 4 (about $9,542), and East River Road (about $14,894 in one estimate). County vendor quotes from Eden Fence/EFI and others were included in the meeting packet. The court voted to approve spending for guardrail projects at an overall estimated cost of $61,000.
During debate, Magistrate Brett Beaverson noted procurement and contract details; Magistrate Jim Travis raised concerns about prior committee process and the use of federal ARPA funds. Judge Riley said he did not see an immediate need to form an additional committee and suggested the new administration could help set ARPA priorities, but the court nonetheless approved the guardrail purchase. A court motion recorded the authorization and funding source discussion; the minutes note the suggestion that the guardrail funds come from ARPA but record no final transfer directive beyond the approved purchase order.
