Court awards road-materials bids to Haydon and Mago; forwards road-spec changes to Planning & Zoning

Spencer County Fiscal Court voted June 6 to award its annual materials contracts and to send a magistrate's recommendation on subdivision road specifications to the county Planning & Zoning Commission.

The Road Foreman recommended Haydon Materials of Bardstown for rock and stone and Mago Construction of Bardstown for asphalt and paving. Magistrate Tim Brewer moved to award the rock and stone contract to Haydon; Magistrate Brewer also seconded the motion to award asphalt and paving to Mago. Both motions passed on voice votes with Magistrates M. Moody and Beaverson absent.

Magistrate Jim Travis asked the court to forward suggested changes to Section 403-7-E of county subdivision regulations that would require necessary county road improvements be performed as phase 1 of a subdivision, inspected by the county engineer and road supervisor, and bonded so that roads are constructed before significant subdivision traffic arrives. County Engineer Eric Bean and Road Foreman Todd Burch had reviewed the proposal and told the court they agreed the change would be beneficial. The court voted to send the recommendation to Planning & Zoning for consideration.

Magistrate Brewer and Judge John Riley questioned an estimate exceeding $32,000 to make ADA access improvements at Waterford Park and asked staff to explore lower-cost options.

Why it matters: awarding bid contracts sets the county's material suppliers for road maintenance and paving, and forwarding the road-spec proposal could change how future subdivisions are phased and bonded, affecting construction sequencing and who bears early costs.
