Spencer County approves ARPA-funded road equipment after brief opposition

The motion to approve the roller was made by Esq. Jerry Moody and seconded by Esq. Beaverson; the court approved the purchase and a separate motion authorized payment from ARPA funds. The record notes two "no" votes: Esqs. Travis and Beaverson are recorded as voting "no," with Esq. Travis specifically recorded as opposing the use of ARPA funds for that type of equipment. Judge Riley moved the ARPA-funding motion and Esq. Jerry Moody seconded that funding motion; the record shows the motion passed.
The court previously approved Resolution #8 to purchase a replacement F550 for the road department (procurement discussed June 6). The equipment committee had also approved a $2,500 Med 4 air-conditioner repair for EMS/Med 4 on a separate vote.
Discussion included concerns from some court members about using ARPA funds for capital equipment. Two members registered opposition in the record to the roller purchase; other members supported using ARPA funds under the US Treasury final rule’s general-government-services allowance, which the county has chosen to use. The court recorded that the Wacker roller purchase will be paid from the county’s ARPA allocation of $3,758,705.
Court minutes show additional routine equipment notes: the Road F550 engine issue is under diagnostic review (oil sample pending), a 2014 Dodge Ram salvage/insurance disposition was approved, and a transfer of $500 was recorded to reimburse the sheriff for patrol-equipment expenses.
The court’s authorization directs county road staff to proceed with the purchases and to document ARPA expenditures in accordance with federal requirements. Formal procurement paperwork and delivery scheduling remain administrative steps to follow.
