Clerk’s request to mail voter postcards fails; court approves pay rates and payment procedures for precinct officers

Spencer County Clerk Lynn Hesselbrock appeared at the Aug. 15 fiscal‑court meeting to ask the court to approve mailing informational postcards to county households outlining voting options for the 2022 general election. The packet included a vendor estimate from Bluegrass Integrated Communications showing an estimated total (printing and postage) of about $5,745 for 11,173 households.
A motion to send the postcards was made but failed for lack of a second. Clerk Hesselbrock told the court the postcards are intended to reduce voter confusion after recent legislative changes and implementation of vote‑centers.
Separately, the court approved the hourly pay rate for Precinct Election Officers who work early voting: $16 per hour. The court also approved a procedure permitting payment to precinct officers through the finance office after the Nov. 8, 2022 election so that officers will not need to wait for pay. Those motions passed on voice votes.
The meeting packet included postcard samples, a vendor estimate and comparisons to other counties’ outreach. Clerk Hesselbrock provided contact information and reminded the court the Board of Elections had requested the postcards.
