Spencer County Fiscal Court approves zoning changes, repeals 911 fee and authorizes ARPA use for new ambulance

At its Nov. 21 meeting the Spencer County Fiscal Court approved three zoning changes, repealed a local 911 fee, voted to use ARPA funds to buy a new ambulance (4–2), rejected Waterford Park bids, released $20,000 to MPCAA and approved personnel and equipment purchases.
The Spencer County Fiscal Court on Nov. 21 approved a slate of items affecting land use, emergency services funding and local programs.
Judge John Riley opened the meeting and the court voted unanimously to approve three planning commission-recommended zoning changes affecting properties on Townhill Road and Normandy Road. Julie Sweazy, planning and zoning presenter, said the commission had recommended the changes and the court adopted those recommendations by roll call vote.
The court also approved on second reading Ordinance No. 3, FY 2023, repealing the county's local 911 fee, with all members present voting 'aye.
In a contested funding decision, the court voted to use federal American Rescue Plan Act (ARPA) funds to purchase a new ambulance. EM/EMS Director Chris Limpp told the court the new unit would be ready soon and requested a funding plan. Magistrate J. Moody moved to use ARPA funds and Esq. Brewer seconded; the motion passed on roll call 4'to' 2 (ayes: J. Moody, Brewer, M. Moody and Judge Riley; nays: Beaverson and Travis). The county treasurer noted there was no line item budgeted for the ambulance and suggested a formal resolution may be needed to document the transfer.
On Waterford Park improvements, Parks presenter Tim Brewer recapped engineering specs and two sealed bids: Haire Construction (low bid $87,315.05) and Klempner Excavating ($88,182.00). Although consultant QK4 recommended awarding the contract to the low bidder, Magistrate Brewer moved and Magistrate J. Moody seconded a motion to reject all bids; the court approved the motion by voice vote and directed staff to continue review.
The court approved a request to release $20,000 in previously budgeted support funding to the Multi-Purpose Community Action Agency (MPCAA) to help sustain senior-center programs. It also approved buying a 24" HP T830 large-format plat printer/scanner for the Planning & Zoning office (up to $3,000) and declared a 2016 Ford Explorer from the sheriff's fleet surplus for auction Dec. 3.
On personnel, the court approved hiring Angie May as a full-time Advanced EMT at $14.00 per hour, pending a background check and drug screening. The court also approved payment of the invoices, bills and transfers presented by the clerk and treasurer.
The meeting concluded after the court recorded precinct-worker payments and adjourned at 7:40 p.m.
What comes next: Staff indicated they will prepare any necessary ARPA transfer/resolution for the ambulance purchase, re-evaluate the Waterford Park bids per QK4 guidance, and provide updated figures for litter abatement and committee items at the next meeting.
