Simpson County Fiscal Court approves budget amendment, transfers and narrow vote on school resource officer MOU

County Judge/Executive Mason Barnes opened the meeting and the court then approved the budget amendment on first reading. The court also approved a series of line‑item transfers affecting planning and zoning, magistrate and county clerk health insurance lines, jail medical contracts, fire stipends, road materials and other accounts. Transfer amounts recorded in the meeting minutes ranged from $140 to $55,000 and included a $55,000 transfer to a transfer‑to‑other‑funds line and a $30,000 reallocation to jail food costs.
The court approved two cash transfers: $16,000 from the General Fund to the Jail Fund and $28,186.59 from the Federal Grant Fund to the General Fund. County Clerk Austin Johnson’s claim for calculation of motor vehicle and boat bills for 2023 — $0.15 per bill for 24,606 bills, totaling $3,690.90 — was approved; the motion passed with four yes votes and one abstention (Magistrate Myron Thurman).
The court reviewed and approved the claims packet, which included payroll and vendor invoices for utilities, jail services, road materials and other county expenses as presented.
Following a recess and further budget discussion, the court recorded a 3–2 vote to approve an Amended Memorandum of Understanding / Interlocal Cooperation Agreement providing and funding School Resource Officers for each school in the Franklin‑Simpson School System. The minutes note the interlocal agreement must be authorized by ordinance, which is scheduled for first reading at the May 16 meeting.
